Job Openings at the Federal Reserve

There are three openings at the Federal Reserve focused on Community Reinvestment Act policy.

The positions work under the general supervision of the CRA Manager, exercising leadership and initiative in policy development and implementation, including efforts around CRA modernization, as part of the CRA Policy section in DCCA.

Responsibilities and skill set of the positions include:

  • Analyzes and develops regulatory policy approaches, develops guidance for System examiners, addresses questions on CRA supervisory issues, and works to increase the effectiveness and efficiencies of the Division’s programs and policies.

  • Possesses strong writing skills, with an ability to analyze information in a clear and logical manner.

  • Demonstrates strong verbal presentation skills and can verbally present proposals and information to colleagues and Board senior leadership.

  • Conducts policy analysis and development that is informed by research, data, and consultation with internal and external stakeholders. An ability to use critical thinking and reasoning to help address complex policy issues is highly desirable.

  • Engages in innovative thinking and problem solving. Able to work in a fast-paced and dynamic environment.

Required Experience

  • Requires a minimum of a bachelor’s degree.

  • For a FR-26 level position, requires at least four years of relevant work experience. For a FR-27 level position, requires at least five years of relevant work experience. For a FR-28 level position, requires at least six years of relevant work experience. Relevant work experience may include analyzing, developing, and/or implementing policies related to any of the following fields: CRA; serving the banking, lending, or community development needs of low- and moderate-income communities; and/or experience with relevant markets such as affordable housing, small business, small farm, consumer lending, or community development financing with a focus on serving low- and moderate-income communities.

Preferred Experience

  • Candidates with at least a master’s degree, such as a law degree, masters in economics, and/or masters in public policy are preferred.

  • Strong CRA policy experience is preferred, including at a regulatory agency, at a financial institution, or at a consumer, community, or research organization.

  • In addition to the above requirements, candidates with expertise in any of the following areas are encouraged to apply: fair lending experience; data analysis experience, including experience analyzing consumer financial data (e.g., HMDA, CRA small business/small farm, or census data) or community development data; data visualization or mapping experience; drafting examination or supervisory standards; or rule writing experience.
